Make the FISA Court more accountable and transparent

The secretive United States Foreign Intelligence Surveillance Court (FISA Court) threatens the Constitutionally guaranteed rights of all U.S. citizens and is fundamentally incompatible with the U.S. Constitution's system of checks and balances. The following changes are called for:

1. All FISA court rulings shall be made freely available to the public, with reasonable restrictions due to matters of immediate national security, and affected parties shall be allowed to contest or appeal its rulings

2. All nominations to the FISA court shall be confirmed by the U.S. Senate in the same manner as nominations to the U.S. Supreme Court

3. All cases brought before the FISA court shall be presented by two parties, one presenting arguments in favor and the other presenting arguments against
