Make the five boroughs of New York city and Long Island its own district and seperate from upstate New York.

New York City and Long Island should be a seperate district from upstate New York like Washington DC. Upstate New York should have its own political members and the be considered a seperate entity from the Island and boroughs . Upstate New York should not have to suffer from higher taxes and laws that should not pertain to them because of the ''city''. The greater upstate area has suffered long enough.
