Make foriegn language be taught in elementry schools. This should be held to a national standard and funding could be included in something like the "No Child Left Behind" act that did not work out so well.It is a proven that we learn language best in our younger years, learning a foriegn language in elementry school would lead to more success in fluently speaking it. Bilingual individuals are known to test better all areas and be more creative.
