The full text of the Senate Intelligence Committee's Torture Report is an important historical record with enduring value to the public interest. It is one of the largest reports ever compiled for the U.S. Senate, and contains the most detailed account of the use of waterboarding and other methods of torture during the George W. Bush Administration. However, because the full report remains classified, it is not currently a federal record, and is at risk of being destroyed by future administrations. It is in the immediate public interest and the interest of future historians to preserve the full report by designating it a federal record. It is within President Obama's power to do so before he leaves office.
