make gerrymandering illegal and institute the split-line method for creating voting districts. Then redraw the districts

Created by S.E. on April 12, 2015

In the United States, gerrymandering is legal. This means that voting districts usually elect one party's candidates over and over with little change, contributing to a deadlock in Congress. For more info on gerrymandering click here: https://www.youtube.com/watch?v=Mky11UJb9AY
This ought to be changed and replaced with the split line method for drawing voting districts in order to better represent the population. See here for more info on the split line method: https://www.youtube.com/watch?v=kUS9uvYyn3A
Hopefully by enacting this change we will achieve higher voting turnout and a more decisive Congress.
