Federal government forms, for example income tax forms, are hard to understand. They often use terms and abbreviations familiar to government workers but not familiar to the public. They also have complicated ways of saying things. These forms are not only frustrating, they also create poor public relations for the government.
We ask that before releasing a form to the public, it first be reviewed by ordinary citizens who state that they understand and can fill out the form. The citizen reviewers should be the sort of people likely to use the form. For example, in the case of a tax form, they should be taxpayers. In the case of a form to apply for farm subsidies, they should be farmers.
