Make government transparent

It is my belief and the belief of many many more that our government needs to be more transparent. While it is understood that some projects, technologies, documents and other items need to be classified for the protection of the United States and its people, to prevent misuse or abuse of authority the classification process could be improved by regulation by an objective 3rd party. When any person or department within any branch of the government requests that something be classified, classification will be granted until a citizen grand jury can be called to review the case. If no foul play or abuse is found classification will be granted for a period of 10 years. After this time has elapsed the contents will be declassified unless the applying party reapplies for additional classificatio
