Require all gun owners to obtain a federally issued license to possess firearms with mandatory background checks and gun safety classes/testing
Require all guns to be titled and registered in a national database. Transfer of ownership can only be done by title transfer. Currently owned guns must be titled within 2 years
Any licensed gun owner whose titled gun is used in a crime will be subject to separate criminal penalties unless it has been reported lost/stolen
Any non-licensed individual found in possession of a firearm will be subject to criminal penalties, as will a licensed individual in possession of a non-titled gun
Funding for this program will be achieved through a per-license, per-gun fee. It will be administered at the federal level to eliminate cross-state disrepancies
