All persons who own a firearm that is not a handgun, a manual action rifle, a manual action shotgun, or patented before 1945 should be compelled to one of the following:
• Enlist in the armed service or one of the reserve forces.
• Be employed by a private security contractor.
• Be a veteran of the service.
• Seek employment as a law enforcement officer of one type or another.
• Or pay an annual charge of $1000 per firearm with their income taxes.
In all cases, owners of firearms, except for those who own the aforementioned exceptions, should be compelled to register their firearms with both the FBI and the ATF databases in a timely manner and report to a firing range every six months for certification regarding ability to safely use, clean, and store said firearms.
