Make Gun Owners Responsible/Accountable

This petition isn't about preventing people from owning guns or making them illegal, this petition is all about assuring that only responsible people have them and preventing that they get in wrong hands. We need the following:
1. When a gun gets in the hands of another person the gun owner needs to pay a fine.
2. When there is a murder by another person other than the gun owner; the gun owner should be prosecuted.
3. Gun Owners need to have their guns secured, preferably in ‘locked’ safe box.
4. Background checks should be performed a person can purchase a fire arm.
5. People with mental health shouldn’t be allowed to purchase guns – just like people with some mental issues can drive.
People can still own as many guns as they want but there will be consequences for negligence!!
