Make gun ownership a privilege rather than a right for the general public. To get a license for each weapon you need to pass a physical and psych test and provide a legitimate rationale for your permit. Permits need to be renewed annually, and this includes an annual psych eval and physical as well as review of rationale for use. Model the procedures used in Israel for licensing.
