Historically our federal holidays have emphasized an aspect of our American heritage. This holiday, while not federally recognized, is traditionally celebrated in all 50 states with certain regions even designating special times. It is a special time when Americans open their homes and hearts and give freely to each other regardless of color, creed, gender association, sexual orientation or religious affiliation. For this reason we the people of the United States petition to have Halloween declared a federal holiday.
