Make it illegal and punishment by law (through imprisonment and high fines) any form of expression against any individual, group or institution based on race, religion, sexual orientation, nationality or ethnicity. That includes any act committed by a person, group or institution through any form of discrimination and/or intimidation. That includes any form of physical, psychological abuse through any means of expression such as verbal, written, recorded, videotaped material, or the distribution and/or publication of any such materials in which incites or provokes acts of hate, violence or crimes. Any individual, organized groups or organization who target or act against any individual or groups in US soil should be prosecuted as a terrorist organization.
