Make insurance companies pay claims in a timely manner

In 2006, while selling the building her family business had been in for over 20 years, my wife discovered the building had “environmental issues”. This condition prevents the sale of the building. Fortunately the courts in the state of Indiana require insurance companies to pay for such cleanups. Unfortunately, the insurance companies drag their feet, “investigating” the problem until the building goes to tax sale after we go bankrupt from the expenses of sitting on an empty building for the past 7 years.
I am requesting some sort of effective legislation requiring insurance companies to pay their obligations in a timely manner or face dire financial and criminal consequences when they do not. In my wife's case, this entire mess should have been sorted out within a year or less.
