While residents and citizens are federally protected against being discriminated or conspired against due to ethnic or racial origin, individuals are not protected against such injustice when the perpetrator is someone defined as being within their race.

Within these parameters would be better distinction, legally, between the terms race and ethnicity (they should not be used interchangeably). There would be better recognition of the segmentation and fragmentation within races, specifically minority races, as well as the ways individual are adversely, and systematically, impacted due to bias or stereotypes imposed by people not of their ethnic group.

This law would further recognize how such actions, by such individuals, can align with white supremacy and/or systematic oppression.
