make it acceptable to be without pants in public as long as genitals and buttocks are properly concealed.

Some of us simply don't see why it is required to be wearing pants in public. It would be so much more convenient and comfortable for maybe those hot days or lazy days. It isn't much different than someone going out in public in short-shorts.
