Make it Child Abuse to smoke in a vehicle or residence when children are present.

To make it illegal and a reason to remove children from the home of anyone who willfully smokes in their vehicle or in their residence when their own or other children are present. If federally made a form of child abuse, state CPS departments would be able to remove children from these unsafe homes.
