Government bulk surveillance of American data by exploitation of the trans-global nature of the internet and cloud computing has violated the probable cause protections guaranteed by the 4th amendment presumably for many years now.

All companies should keep American data on American soil and prevent its transfer by any means across international boundaries except at the express request of the content owner, as the government appears incapable and unwilling to differentiate data over-seas, transmission of American data outside of the borders of the USA should be prohibited.
