Legislation must be passed that will hold Individuals and whole parties accountable for essentially disrupting and or obstructing government.
The purpose is to prevent the replay of a government shutdown or most recently the example of Republicans refusing to pass Immigration Reform legislation because of their lack of faith regarding the President's ability to enforce laws. I am sure that if there were any real basis for this idea that Republicans would already have a investigation under way.
This will allow for criminal charges and impeachment of office after a proper investigation finds that a purposeful negative effect was sought for only personal gain i.e. pride, prejudice, revenge etc. at the expense of honesty compromise, logical, and prudent solutions for the country as a whole.
