Make it a crime, punishable by incarceration, for any member, elected official or any employee of the United States Government to spend any amount greater than that accumulated by currently lawful revenue programs, pertaining to the operating cost of any program involving the United States Government. And place the wages and benefits of all member's, elected officials and or any employee of the United States Government in the very last position of priority for payment. If they overspend, they don't get paid!
