To make it a criminal offense to intentionally, knowingly and with malious cause excessive noise on floors of apartment dwelling which in turn cause extreme noise to tentants below or in apartment below, in apartments with more than one story or floor. Excessive noise would be considered as pounding, excessive stomping with feet, running, dropping objects in selected rooms. Hitting walls at all hours of the night. This is a problem and needs to be addressed as there are people who work different hours, and days. Elderly people, sick, young children who get frighten by this kind of harassment.
