An aggressive and revised version of the FHA program should be designed so that qualified individuals or married couples, who are capable of purchasing their first primary residence (i.e. employed, good credit scores, etc.) be allowed to purchase with terms 30-Year Fixed @ 1%.
First time purchasers pay only 1% down payment.
Tax incentives are provided for those who remain in these homes.
Penalties would apply upon early vacating or selling of said property.
