Think of it as putting a windmill in a smokestack. E.g.:

A company selling its waste heat to other companies does several smart things at the same time.
1) They cut net carbon emissions.
2) Create jobs in the creation, maintenance, purchasing and selling of the waste heat.
3) Save money for their consumers and shareholders.
However, as the link to an article on (http://www.popsci.com/article/science/waste-heat-free-energy-so-why-aren...) shows, much of the reason why this does not happen more in our great country is because of unintended consequences of the Clean Air Act.
This should be a simple thing to fix.
Done well, environmentalists, consumers and industrialists could all win.
