It's important because if a person convicted of a felony demonstrates the ability to obey the law and become a law abiding citizen a pardon would not only return his/her full civil rights, it would give the person hope and a reason to live according to the law, it would enable such persons to obtain a decent job and respect him/her self as well as respect society.
Nobody's perfect we all make mistakes and should be fully forgiven if the person proves they realize their mistake and regret what occurred.
