When working particularly when embedded with government workers in the defense industry I see a common theme. Government workers who aren't qualified to manage complex programs not only running them but facing no repercussions for the job they do. Google wouldn't put somebody in charge of building an advanced computer system with no technical knowledge and no business experience so why do we?
It's because it's really hard to let go of government workers and we find creative ways to keep them employed. After 30 years of this they gain seniority and cause all sorts of damage. I'm convinced most of the defense industry waste is because we don't have skilled people in positions of authority due to how we hand out authority and being unable to let people go like a business could.
