Robocalls are more than a nuisance, they are a waste of time and energy. The most egregious are those where the caller has programmed in a familiar name and number to induce you to answer. This should be a crime. The only way reprogramming of name/number for a caller ID should be a court ordered protection of certain facilities, such as abuse shelters. All other callers should be readily identifiable to caller id.
