Make it LAW to be drug tested monthly and randomly to receive welfare or other government assistance programs.
Create jobs by having clinics set up in every major city to administer the tests.
Mandate use of welfare into 3 categories,
Housing (Rent/Mortgage, Utilities, Repairs/upkeep)
Transportation (Gas/public transit fare, Car Payment, Repair)
Nutrition/well being (food/drink, medicine/vitamins, toiletries, cookware/utensils/dishes )
Do not allow welfare recipients to use government money to buy tobacco and alcohol.
Government assistance should be for necessities, not luxuries.
