Make it a federal law to test welfare recipents (new and exisiting) for drug/alcohol use prior to receiving benefits.

With the ongoing abuse of prescription/illegal drugs, alcohol and unemployment still at all time records, taxpayers are playing for welfare/unemployment recipients who are abusing the system. What better way than to limit drug abuse, save tax dollars, create jobs, and over all make the system more efficient and effective then to test all new and existing recipients of both welfare and unemployment for drug and/or alcohol use/abuse. We the people do not see the benefit in providing funds to people in our country who are not using the money in ways to better themselves and/or their families.
