MAKE IT A FEDERAL OFFENSE WITH PENALTY OF DEATH TO COMMIT OR WITH INTENT TO COMMIT MASS MURDER IN PUBLIC DOMAINS

Make it a Federal offense to plan, have intent and the commission of committing mass murder in a public domain. This being any building(s) such as churches, post office, schools, shopping centers etc. Also, make this a crime that is a penalty of death.
This crime of mass murder where people gather needs to be handled at a Federal level.
