make it a felony in all states for someone convicted of animal neglect/abuse and not just a select few states.

I want laws put into place to make it easier to go after animal abusers/killers. Make it easier for law enforcement to arrest and detain known animal abusers. Make it easier for an eye witness to abuse to take animals to the vet for treatment without being turned away. I want to make animal abuse a FELONY in ALL states. PLEASE stand with me !!
