Whereas elephants are extremely intelligent and endangered, and whereas they are still hunted by poachers for sport and simply to take the ivory in their tusks, we resolve that it shall be a Federal offense and a felony for any American citizen to deliberately kill a healthy elephant anywhere in the world, even if such a killing is legal in the place where the animal is killed.
