Make it free to achieve a patent to help people innovate and create small businesses. (similar to Canada)

In this country, it can be extremely difficult for a person with a great idea to get anywhere with it, because of the many daunting obstacles they face in the patent process. Many small business innovators cannot afford to hire a patent lawyer to aid in the process, the legal jargon on the filing process is impossible to decipher, and they do not clearly specify the differences between the multiple types of patents on the uspto.gov website.

In Canada they have a free, not-for-profit program for this reason, to help the people innovate, invent and create a business. I propose we adopt a similar policy to help keep America creating and exporting, in opposed to importing from other countries. This would help create businesses in America, and as a result, help create jobs.
