Make it harder for parents to use their children's identity to open accounts & not pay the bill. Require ID & signature.

I am starting this petition because I am sick and tired of hearing stories about parents using their children's identities to open electric, phone, and other household accounts because they are unable to get it in their own name. More than not when this happens, the parents don't pay the bill under their children's name either. This, in turn, ruins the credit of the used individual, especially when they don't know about it until years down the road. My question is, WHY aren't most companies requiring proof of identification and signature when these accounts are opened? This is identity theft! What child wants to turn their parent in for identity theft? There should be tougher laws in place to prevent parents and companies from using relatives credit and stealing identities. This MUST stop.
