The intent is to provide harsher punishment to those who target individuals based on looks.Females with attractive looks suffer addtional threats against their safety as compaired to other people. As hate crime laws target criminal acts against people who cant control why they are being targeted, this should be extended to attractive people. How this would function, the prosicution would ask the judge to prompt the jury to a vote, the jury would get a vote to upgrade a crime to a hate crime if they unanomously concur that the individual was attractive.
