In the Constitution (as of 1921), it says all legal citizens may vote. And citizens pay taxes (unless, of course, you're on Welfare or in the process of obtaining citizenship, which should be an exception). Therefore, if you have a brain and common sense, it should only be law for non-taxpayers to be excluded from voting.
