Make it illegal to charge for paper bills

Canada is currently working on making it illegal to charge for sending out paper bills. While I do support the supposed green initiative to saving trees, it's disadvantage to those who doesn't have the ability to pay through online access. For those who don't have internet access or sufficient credit account, why would you charge extra for people to pay for services monthly. Currently in the U.S, it is not illegal to charge for paper bills. Large corporations can take advantage of this by charging an enormous amount for paper. Why not start charging $5 to get a billing statement? or $10? This should have already been addressed through administration/processing fees. This just basically piles charges to already services that are being provided.
