Make it illegal for companies to charge more than 2 dollars to pay your bill using a credit or debit card over the phone

The entire concept of having to pay additional money simply to pay your bill is outrageous. We all know that it costs mere cents to process a payment taken over the phone, these practices are 100 percent profit for big businesses, especially banks, that are already getting bailed out. This is especially true regarding companies that won't even allow you to send a check in the mail, instead requiring such an unsafe method as sending in certified funds. In the case of a large payment, this is dangerous and impractical, thus we are forced into paying up to an additional 20 dollars just to pay our bill. With the state of the economy and the unemployment levels right now, we need to be helping the average person, not the big banks that you already helped.
