Both the medical and dental professions bill insurance companies much more than they expect to receive. Example is a $3000 cat-scan that is knocked down by insurance to $1600 of which the patient is required to pay 20% and the insurance company pays 80%. The medical facility writes off the other $1400. The medical facility would however try to collect the full $3000 from an uninsured patient. THIS IS IMMORAL AND SHOULD BE ILLEGAL!
