Make it illegal for Federal and State funded learning institutions to ban or remove the American flag

In response to the UCI U.S. flag banning incident that has garnered national attention, I implore the U.S. government to draft and sign into law regulation declaring it illegal for Federal and State funded learning institutions (e.g.- schools, junior colleges, and universities) to ban or remove the U.S. flag from their campuses and common areas, as well as a set of penalties for non-compliance. Penalties should include official reprimands from both the State and Federal government, monetary fines, and withdrawing or cessation of both Federal and State funding.
