Make it illegal for the IRS to hold adult children responsible for their parent's outstanding tax debt.

The IRS now has the right to confiscate tax refunds of adult children of parents owing back taxes, even if that parent is dead. A change in the 2008 farm Bill makes it legal for the IRS to do this. This is blatantly unfair. A debt dies when a person dies; it is not passed on to their unsuspecting children. What is next debtor prisons?
