Make it illegal for somebody who is purchasing a house to be able to rent it to a person or family in order to pay off the house. Buyers of houses should be unable to place the burden of the buyer owning the house on the renter. The house should have to be fully paid for with no debt from the person buying the house before they are allowed to rent it out. If a property or house is to be rented, the rent goes to the current owner and cannot be counted as credit for the person buying the house, unless the person living in the house is the person buying the house.
