It places an extra burden on Emergency Responders that are already stressed to the max. Now back before phones, and other technologies, there may have been the need to get eyes on the situation. In this age of technology, they can sit in their offices with their feet on their desks, and get reports from the Incident Commanders via phone or even video conference if available.
All they are doing is adding more chaos on top of chaos. These people have ZERO business in an active scene. It's pretty bad when they are allowed to look at people's homes who aren't even allowed in to gather up essentials.
They can fly over, and inspect the damage, but not on the ground. It wastes valuable emergency resources(Fire, EMS, and Law Enforcement) to have to babysit politicians looking for a photo op.
