Universities have adopted a policy of withholding official transcripts from students if any money is owed to the university. If a student owes so much as a parking ticket, most universities will withhold official transcripts.
Please see Ventura County Superior Court case No.56-2014-00447922-CL-CL-VTA, California Lutheran University, Plaintiff and Cross Defendant, vs. Nathan A. Simpson, defendant and cross complainant. A student paid for eight semesters in full. He informed the university his parents were undergoing a bankruptcy prior to his ninth and final semester in 2011. CLU made promises to the student to get him to continue attending for his final semester instead of transferring to a cheaper school. They have withheld the student's transcripts and degree for three years now.
