MAKE IT ILLEGAL TO USE A CHAIN OR SIMILAR ITEM ON A DOMESTIC PET (DOG) FOR USE AS A PERMANENT TIE OUT IN LIEU OF A FENCE

ANIMAL CRUELTY, ANIMAL ABUSE, NO CHAINS or other similar item to permanently tie out a domestic pet such as a dog or similar animal in lieu of having a fence or run for them. This is for PERMANENT use and does not effect the temporary usage of leashes, etc for walking that animal. This is a growing problem and it is animal cruelty. I have seen chains tied to a tree then tied to dogs that are wrapped so tight that the dog suffocates, chains and ropes grown into the neck skin of dogs, and animals burned so badly by the sun that they had to be euthanized. These are pitiful sights to see and it is the responsibility of the animal owner to ensure that the animal is properly taken care of.
