People who require help with finances should be required to uphold drug free lifestyles. In most cases if the funds it takes to purchase drugs were used to pay bills and living expenses, the person requesting welfare help would probably not need welfare help. Also if a person is willing to not use drugs, they are opening up more opportunities for them to acquire better jobs. Better jobs help to make better money. Those who refuse to stop using drugs should not be allowed access to Government funding. This money is supplied by taxpayers.
