There is a fair amount of people on welfare that do not deserve to be. Having a mandatory drug test before getting accepted for welfare will absolutely cut back on who can partake in this government assistance. Ergo, saving the United States millions of dollars each year. Performing a drug test is cost effective. There should also be random drug tests periodically during the time that the participant is on welfare, just to ensure that the person is being responsible with the government's money, aka, tax payer's money.
