In the U.S, it should fall into the 9th Amendment that one could purchase syringes without prescription. Some states are like this, while others require prescription. It is not the federal government's concern what we do with these syringes, whether it be for legitimate medical needs, or IV drug injections. This would make it less of a nuisance for diabetics who have to present a prescription every time they buy syringes for insulin injections. This would be the equivalent annoyance of having to present a prescription every time you buy your groceries. Furthermore, drug addicts would benefit with access to cleaner needles, lowering the spread of AIDS and other diseases spread by bodily fluids. In turn, this would help the whole community by lowering the numbers and possible spread of STD
