Make it legal to import older RHD (right hand drive) cars from japan and let it be legal to drive them on the road. The vehicles MUST be able to pass a US Safety test and emissions test. If the vehicle cannot pass the owner must fix the vehicle until it is able to pass inspection. vehicle can't be manufactured after 2001
