Make it mandatory that all cell phone's texting capabilities are disabled when phone is moving greater that 5 m.p.h.

We would like to have a law or regulation implemented that will force all cell phone manufacturers to install either software or hardware on new cell phones that will disable the ability to text/chat when the phone is moving greater that 5 miles per hour. Additionally, we would like the law to also include verbage that would make it mandatory for all cell phones to receive a software update/push that will disable the texting/chat ability of existing phones when in motion greater than 5 m.p.h.
