Make it mandatory for all elected officials read and understand the bill they are voting on if not they can not vote

This would make it mandatory for a bill to be read and understood before an elected official can vote on it. I would like to see them tested on the bill and require minimum competency of 65percent if they fail they can't vote this will also reduce the rediculous multi thousand page bills stuffed with pork and simplify and control the amount of new laws being passed
